KOTA BHARU / SULTAN ISMAIL PETRA AIRPORT (WMKC)
PROPOSED RUNWAY EXTENSION, TAXIWAYS WORK AREAS, MOVEMENT AREA RESTRICTIONS AND RELOCATION OF NAVIGATIONAL AND LANDING AIDS AND OTHER ASSOCIATED FACILITIES
1 INTRODUCTION
1.1 The Kota Bharu / Sultan Ismail Petra Airport (WMKC) is currently undergoing an upgrading project to accommodate unrestricted Code C aircraft operations. This upgrading project is estimated to be completed by December 2027.
2 PURPOSE
2.1 This Aeronautical Information Circular (AIC) informs the aviation industry of the work areas and construction activities on and in the vicinity of the runway and aircraft movement areas at Kota Bharu / Sultan Ismail Petra Airport (WMKC). These activities will result in temporary changes to, and restrictions on, flight operations, including the withdrawal of certain published Instrument Flight Procedures (IFPs) and the full or partial closure of aircraft movement areas.
3 SCOPE OF WORKS
3.1 Extension of the runway by 420 m x 45 m associated works with provision of required Runway Strips and RESA, and relocation of a portion of the service road and security fencing.
3.2 Relocation of VHF Omnidirectional Range and Distance Measuring Equipment (DVOR/DME), the Instrument Landing System (ILS) Localizer and other associated visual aids including the PAPI, Wind Direction Indicator, Wind and Runway Visual Range (WRVR) and Simple Approach Lighting Systems.
3.3 Installation and provision of new required Runway Lightings and Markings. Reconfiguration of existing runway edge lights. Repainting of existing runway markings.
3.4 Strengthening and provision of paved shoulders for Taxiway A, B, D, E and associated works.
4 WORK AREAS, DECOMMISSIONING, RELOCATION, TESTING AND CALIBRATION OF NEW AND EXISTING FACILITIES AND RUNWAY EXTENSION
4.1 The airport development project will be carried out in three (3) phases from 11th December 2026 until 8th December 2027. The works include the decommissioning and relocation of existing navigation facilities, construction of new aerodrome infrastructure, runway extension works, and installation of new aeronautical facilities.
5 IMPACT ON INSTRUMENT FLIGHT PROCEDURES
5.1 The phased decommissioning and relocation of the VOR/DME and ILS Localizer facilities will require the temporary withdrawal of affected Instrument Flight Procedures (IFP) during the construction period.
6 REGULATIONS ON WORKING AREAS
6.1 The construction work at the eastern part of Runway 28 will comply with restrictions on aviation operations. This includes the permissible height of machineries or cranes and suitable markings and lightings.
6.2 During the construction period, pilots are advised to be vigilant and exercise caution with respect to construction activities within the designated areas.
7 REVISED AERONAUTICAL DATA
7.1 The airport development project will result in amendments to the relevant AD and ENR sections of the Malaysia AIP, including associated aeronautical charts. Such amendments will be promulgated by AIP Supplement.

9 CANCELLATION
9.1 This AIC provides advance notification of the airport development project and will remain in effect until superseded by subsequent AIP Supplements. Detailed operational information, including construction schedules, affected operational areas, changes to Instrument Flight Procedures (IFPs), operational restrictions, and other associated aeronautical information, will be promulgated by AIP Supplements and supported by NOTAM, where applicable, as the project progresses.
